Is this the only program that can be used for creating a cyberface.

Hmm, I'm not all that familiar with patching, but I'll try and help:
From what I've gathered you can make a cyberface with any image editing program. I know many people prefer to use Adobe Photoshop and/or Paint Shop Pro.

You don't need oedit at all for creating cyberfaces. Oedit is more of a 3d modelling tool for tweaking the headshapes and the uv mapping. Theres some tutorials on nbalive.org.

Oedit is very important for to make some players correct. If you wanna be a good patcher, use oedit
