Editing Headbands

hey guys im just wondering what it takes to edit a headband?
i've done it in oedit when i've edited the guys headshapes but then once i go in the game and put the headband on my guys head has changed but he still wears the original headband and no my skinnier lowered modified version
is there something more complex to it?
