Check the Patching Issues section. There's plenty of tutorials and search for some dbf editing guides.

did you try activating customart?

Some players are restricted to a specific brand of shoes. When editing the gear for those players through the in-game Edit Player feature, you will only be able to select a specific brand or line of signature shoes in the available colourways.

Not necessarily. If you edit players.dbf, you can change their SHOELIMIT value to 0. This should allow you to give them any shoe you wish.

you must've turned down the environment settings on this one. from what i know u will only get the arenas if the environment settings to high or max. anything lower will result in you getting the generic arena

thanks a bunch guys. ill try to change those settings to see if the arenas show up, andrew or anyone can u point me to that file players.dbf? where is that located

The easiest way to edit players.dbf is to save the roster, then edit the players.dbf file in the appropriate save slot folder. If you're editing a Dynasty in progress, you'll need to edit the players.dbf file located in the Dynasty's save slot.
Make sure you create a backup of your saved data in case something goes wrong
For more information about editing DBF files, check out the guides in the
NBA Live 2004 section.

speaking of us nba live board members, a bit back when i got mvp baseball 2004 i thought maybe i'd try patching for that...as i found a few sites that included boards and so on, i found that mvp patchers arent very friendly towards live patchers, a few even saying how some people are ass holes over here and how the mvp community is so much kinder......and when i mentioned i was a live patcher some even told me they didnt want anyone from the live series to patch for mvp

it was kind of....strange?
umm i guess thats a bit off topic but, just thought i'd let people know...
