What Is The Primacy Rating?

I've been playing the Live series since 96 on SNES, yet I still have no idea what the rating Primacy does.... Can someone please explain to me?

Primacy is kinda like a rank. The higher the primacy, the more important you are to the team.

Let's make it simple. A guy has a higher primacy. He will try to score himself once he gets the ball. Another guy with a lower primacy. He will pass it to an open teammate and will only seek to score if he's wide open or something
