How to change simulation quarter length?

In the prveious lives, you can change two quarter length, one is for you to simulate the game and the other is for you play it. I play 7mins quarter length, but CPU vs CPU play 7mins as well, so their scores are really low, their best players only average 17ppg, and mine average 28ppg.

It's in the Dynasty Settings, at least on the PC.
