Substitution???

auto subs is ON by default in the game, but only the CPU auto subs the user is not?

how can you make it to substitute automatically?

Adjust the User Substitution slider. 50 is a fairly realistic setting.

there is no user substitution slider...

just go to OPTIONS > GAMEPLAY SETTINGS.
then navigate the "global sliders" to "user sliders".

you can do the same for CPU substition as well.
