I decided to try the Live 2003 toolkit with Live 2004, and found that the Spanish National team is included in the North American version. What I haven't figured out is how you can use them.

Just point it to your save game files in My Document==>NBA Live 2004==>Saves.

I don't think it is completely compatible, but I've used it to increase shooting range on Larry Hughes and to make Chris Jefferies thinner.
