No, because it's impossible to add this feature to roster patches. The game clears all players not on an NBA team roster or in the free agent pool whenever you start a new Dynasty. You can add players to the draft pool at the end of each season, but as it can't be done before you start a new Dynasty, it's useless to add rookies to the draft pool in a roster patch.

What about adding draftclassrosters with only the rookies in it for each year. At the end of each season you add the rookies to players.dbf of the dynasty that you are playing. It's possible to write a simple program, or call an existing program to add the rookies automatically to players.dbf.
So basicly, you would have the original roster from 95/96 and seperate draftrosters for the upcoming years, and a simple program that either calls upon a DBFeditor that adds the rookies, or adds the rookies by itself.

Everyone would have to add the rookies themselves. Repole has offered to develop an add-on that does this automatically at the end of the season which is something I'll explore once the roster is completed and suitable for release.
