I don't know what causes the error as everything seems to be in order in the dbf...but reinstalling the game seems to correct the error. You won't lose any of your saved games when you reinstall.

Whenever the problem is reported with the roster patch, I check the dbf and everything appears to be in order. I do not know how the problem occurs, or how to fix it other than reinstalling the game.

Have you tried reinstalling the game? A few people seem to have corrected the problem that way.
