DBF editing for rookie improve rate?

I have tried so many time, but no matter wut, my Carmello Anthony never improves on his second year. So I thought I might want to edit it. I think there should be a "development" rating somewhere in the DBF files, does anybody know?

try editing the CAREERPKG/ Career Package and change it to A... that should help...

ENVELOPE: Used for player development, assigned by game in Dynasty Mode

that's kinda ambiguous to me

As the guide says, the ENVELOPE is assigned by the game. CAREERPKG is the value to edit.
