Slow motion game.. almost like Matrix

i played this guy direct connect IP was winning big 1st quarters all of a sudden the game slows down and its like playin in the matrix is there anyway that is possible .. 1st time ever i had this problem with Direct connect mostlily he was cheating to win. this was also a league game. any ideas.
