generated rookies

In live2003, and probably older nba live games, the rookies generated in
franchise mode either seemed to be really good or really bad...
and there were no surprises..
If you picked high, you got a good player and he probably would develop into a great one. If you picked low, or the second round, you're out of luck.

Can anyone who's played live2k4 long enough tell me, has EA fixed that?
Are there any surprises? Do we get some Amare Stoudamires?
Do we have late second rounders that improve immensely in the
following years?

I haven't played Dynasty Mode for very long, but I have simmed a few seasons and noted that rookies seem to develop much better in NBA Live 2004. In a decent draft, you can pick up a couple of players who will get better in time, even if they're second round picks.
