Can anyone make a mod with improved crowd atmosphere features?

I've been searching around and I haven't found anything. It just seems like the crowd is so inconsistent IE doesn't really reflect an actual game atmosphere-like setting. Don't know if this is even achievable, but figured I'd ask thanks!
