Anwyays, just edit the test.dds into a new texutre panel. I didn't change the lwr3rd_panel_generic.SCNE (team stats; nba logo) ... just didn't feel like it...
the game has a mask that over-exposes the image. Not sure how to change the mask or fx file. maybe somebody else can figure it. I just edited test.dds in GIMP ... then on the main menu went to colors-> Exposure -> black level is 0.0 and exposure is -2.0 ... that kinda fixed the game dds color... you will see.
Anyways, pretty easy to edit. can open lwr3rd_panel_player_team2.SCNE and move player portrait, team color, team color with background texture, .... the main texture box ... vertex group "pPlaneShape1" i would just leave alone (test.dds; main texture) unless you feel the need to fiddle with main texture.
Could be compatible with 2k22 and 2k21... just maybe switch out the Lower3rd.VCUIELEMENT and see if it works in 2k22 and 2k21.
Hope people make some nice panels. My photoshop skills are fairly basic.

Oh, yeah, how to test panels easier.... put gamespeed to 100.... put all cpu/user shooting/layup/movement to 100 ... pick team with superstars... the game will pop a panel after a made basket... and more panels is important player is making the basket... so lebron, curry, chris paul... there is usually 2 or 3 of the "good" players on each team that get more panels. Anwyays, i usually do warriors/lakers/suns and make basket, and then have cpu make basket. 5 min quarters is good time, for me, for testing panels.
