How to edit rosters outside of game?

Is there any program that allows you to edit the roster outside of game to overcome the 15 player limit when doing custom rosters etc? I can't do it in game, I used to use sitew33 cheat engine table but I can't do that anymore because it's not updated. 2KTools doesn't work either because it won't move players to teams through the roster editor for some reason.
