Lack of gameplay mods

I've been downloading mods for the last 5 yrs and I'm shocked that 100% of them are graphical. Is there a reason that there arent any gameplay mods? Is it the lack of tools or is does the community think that the sliders do enough?

For example the lack of fouls in 2k22 irks the hell out of me and sliders do nothing. I was hoping that there was a file I could access that would control that.
