Any tattoo mods or ways to add tattoos to Create a Player?

This is my first 2k on PC, and I guess tattoos in create a player is available on next gen consoles but some reason not on PC which is more capable than next gen? Was just wondering if anyone could help me with this, thank you!

you have to get to the NBA and then you can buy them from the tattoo parlour,
