I spend 100 years trying to solve this!!Help Needed!!

I've been doing some 2K20 modding myself using Blender 2.79.But when I tried to import Hihead.SCNE files from 2K21 .iff, it doesnt work anymore.I updated Blender to 2.80/2.81/2.82,still it doesnt work. I wonder if there is any solution to this problem.

You had the model files in there with the HiHead.scne you tried to open, right? If so, and it still didn't work, you might have to wait for another Blender Plugin / Addon to come out.

Thanks. I'll wait. But I've seen many 2K21 model modding by other Modders. I wonder how they are able to do that.
