How to open sync.bin

How do I open the sync.bin file?
I tried to open with win rar but could only see one file inside.
I've seen mention of converting to zip but unsure how that works.

With Sync Exporter you can drag and drop the sync.bin into this app. You will see all the files inside and you can export them in a easy way.
