2k20 has been discontinued, is there a way to extract the custom roster that I stored in the computer file as a file and give it to others?
Is the share the SYNC.BIN file in D:\program x86\Steam\userdata\1019430434\1089350\local?

It is possible. The saved rosters are located in the ...\1089350\remote folder under the Steam userdata folder.
From memory, the basic steps involve the end user saving a roster, and then overwriting it with the one that's been downloaded manually. You might want to check out Dee4Three's Ultimate Classic Teams Roster topic in the NBA 2K17 section, or Stildo33's retro season mods topic in the NBA 2K19 section, as those installation instructions will still apply to NBA 2K20 as well.

Question will this thread be updated with the roster file?
