This is my first time to create a floor court mod, any suggestions on how can I fix this? Sometimes its clear sometimes its pixilating like this? Thank you in advance!

look carefully bro it doesn't look fine there's some pixelated things that is not good for the eyes.

probably the dds compression settings u choose

try DXT5 settings, check RobDavis'channel, he made a lot videos showing his Photoshop settings.

I just downloaded intel dds and nvidia dds but has no dxt5 settings?

Nvidia has DXT5 and DXT1 and DXT3 settings. Intel Texture works was BC1, BC2, BC3. DXT5 = BC3. BC format is newer.
