Despite the promising topic title, parts like 'Steam offline', 'use my .exe' etc. does not sound trustworthy.

I think enough second chances have been extended here. There's been no follow-up to resolve this, and given the multiple public infractions plus an inappropriate private message, not to mention the dubious history in this regard, that's more than three strikes and you're out.
