I hear ya, I had a request for anyone to fix the size of rik smits head but no one helped me out.
Apparently there are not enough Lebron, James Harden, and Michael Jordan faces

I can't help with head size but neck length is easy. Edit the appearance_info.RDAT.... "head.ty" controls neck legnth

i dont make tutorials, but for head resize, i use to move all eyes parts and mouthbag outside the head (grab on Z axis with an input value of 20)
then i use Drag in Sculpt mode to fix the size
and put back all eyes parts and mouthbag (grab on 7 axis with an input value of -20)

Guys, editing the headsize is the easiest process... You just need to open the model in blender, reduce the size of the entire model, and then use the auto_shrinkwrap tool to apply the original body, to the now reduced head, and voila. I'll post a tutorial here today. Really, we can all benefit from as many people learning the basis of modding, it's really not that hard, and it sure beats waiting for others to do the work for you, trust me, i'm speaking from experience
