I make my own shoes so I haven't tried myself but the "settings" file goes in your C:\Program Files (x86)\Steam\userdata\114588211\1089350\remote BACK UP YOUR "settings" FILE IN CASE I'M WRONG!!!! lol That's what I could translate from the included text file.

The author is basically sharing the shoes he made with the ingame editor. All the other stuff included is just the author showing what shoes he's made. If you have any edited shoes be warned that using this would overwrite those.
