I believe all-time teams don't have separate IDs. That is why when you change the court for a current team, it also affects the all-time court

In regards to the issue with the Retro floors/stadiums I was able to get around the issue by just assigning the correct floors via Loohys tool.
Since I was assigning era correct scoreboards to each team anyway depending on the year, I also just added the correct floor also.
So for your 1983 Sixers in the Team ID 000 slot, I assigned the old CBS Scoreboard, the old Philly Spectrum floor and s575 for the Spectrum Arena.
You could just release and config file for Looyh's tool that assigns all the correct floors to their corresponding teams.

I’ve added two new teams (06 Lakers and 08 Suns), so I was probably going to release another version of the roster anyways. So with the hook method, do I still need to release an offline version of the roster itself, or just the files?

you should only have to release the config file and any new courts you've made if they are not already in game
