Newbie looking for some assistance

Greetings all....as the titles states, newer member here. Actually, new to all of this...2k on pc, modding in general and using forums so please excuse my ignorance with some of this if it's easily accessible and I'm just not versed on tracking down the information. I'm trying to figure out how to add teams to the game that aren't necessarily included in the base offerings? So for instance, I've downloaded a cyberface for Charles Barkley but obviously neither him or that year's Suns team is in the game. I've managed thus far to be able to apply the CF files I've acquired up to this point without any issues so just tryna figure out this last step here. Any guidance is appreciated, thanks in advance.

I've found a zip file that supposedly has a bunch of rosters for classic teams that are not in the game by default. Once I extract it, there's a config txt file that says to place in the NBA 2k hook folder, which I do, and then I move all the .iff files over to my waigua folder and go into the game and they're nowhere to be found so I'm not entirely sure what step I'm missing there. I've tried to youtube it without much success so I'm just hoping I can find some answers here.

Yes, that's the zip file that I have downloaded....Ultimate retro roster 4-10-20.

You have to use the roster that is on the online 2k rosters(user created rosters) after you have downloaded the files.
