Open dds files

Hey guys, I'm new on modding and would like to modify some courts. I exported the Bucks 1971 court from 0G file, opened it with 7zip but can't open the DDS files to modify them. Can anyone help me?

you need a program like photoshop or gimp and you have to download the .dds plugins from invidia and intel

I downloaded the plugins but they don't show up in photoshop

Did you put them in the correct folders? You have to drop the plug in files into the File Formats folder inside the Plug Ins folder.
