what does add to global mean?

how do you do it? I downloaded a mod that says add to global and I have no idea what that means.

Normally if you want to add files, you just open the file you want with winrar, and open the global with winrar, the program I use anyway. Just copy the files from one to the other.

With the global that you want to add to, simply right click and open with winrar and you're off to the races.
