Editing hair

I have a general question for whoever. I used a tool named 2K cyber face mixer and in this example I put another player's face texture (hair, skin, eye color) over Scottie Pippen because that's the only way I could think of giving him the low haircut look. Theirs that hair part design at the forehead. Can hair or facial hair be edited in Photoshop so I can fill that in? If so I have knowledge of Photoshop and should be able to do it.
