main tools to modding(import)?

so as I understood to import the mods external file plug in tool is used.but this year no explorer tool look like.( one topic in 2k19 modding or somewhere, someone talked about using 2k18 explorer on 2k19 with change the manifest or something?)

I've searched topics and some tutorial videos.but I'm little confused. for full accessing to export, jersey, court, cyberface,etc.which program should I use? is limnono modifier instead of explorer.? and it's same as explorer feature to full access to the contents? and if so , where can I download english version.I guess it've been released. if not, what should I use instead of explorer?

and last year in 2k18 7zip for replaceing and extraction worked properly. after exporting is same process available with 7zip to replace the edited file and extraction?
