Everytime I try to open or even use 2k explorer to assign trail blazers cyberfaces I get an error. I can't even get them to open by using explorer and extracting them to open them in 7zip. It says the file can't be opened as archive.
Why?

Have you tried verifying your game cache through Steam?
and, are you sure you have the right archive? The explorer tool was made for 2K17, and while it works for 2K19, the archives aren't labeled right all the time. The Trailblazers could very likely not be under the Trailblazers normal tab.

Steam says all files successfully validated, The files have to be labeled right because the number of the PNGs correspond to that of Blazers players.

I see the problem I think.
You should NOT be assigning players cyberfaces through 2K explorer, you really shouldn't be assigning anything via 2k17 explorer. That's what the modded folder is for.
You said "assigning players" via explorer. My suggestion is to download the plugin which includes the modded folder, place the cyber faces you want in the modded folder, and if needed assign them using Limnono Modifier.
2K explorer should only be used to view and extract.

I use limnono and I just add a png files onto existing CF files, It works for every other team pretty much.
I said 7777 as a random placeholder number, I do use actual CF files that I know exist.

Yes, it should only be used for export only.
The last 2K explorer tool made (by gregkwaste), was for 2K17. The 2K17 explorer tool works perfectly fine with both 2K18 and 2K19, so yes that will work for you. We imported for 2K15 with 2K15 explorer only because the modded folder and plugin that goes with it wasn't available yet. If you import directly using the explorer tool, the import becomes permanent with any roster you create (if it works), and the only way to get rid of it is by verifying the game cache, which resets all your archives to default. By doing this, you would lose the mod all together.
You can view a file in iff editor within the tool (Say, a portrait), by selecting the image file you want (Usually a DDS), and the image will show in the window. You can import your new portrait over that file name, and if you did it right your new portrait will show in the window, than you can SAVE FILE directly to the modded folder, and assign it in game using the Limnono tool. That is not directly importing into the archive using the explorer, that is CREATING the file within the iff editor within 2K17 explorer. This is something I do with portraits, sometimes jerseys, 3D uniforms, etc.

You are not being clear, possible language barrier.
"It works for every other team pretty much" is not helpful, and casts doubt on if you are doing things properly.
Png AND Face files exist for every player. So stating that you are assigning PNGs using Limnono is not the correct terminology. But, if it's a mod, the PNG and Face file need to be in the modded folder with the same coresponding number for it to work. Or if you are only overwriting one part (say the face of Pierce), You would just stick Face0392.iff in the modded folder.
By saying you are trying to add faces to the Blazers players, please clarify what you mean. You are trying to assign players on the blazers MODDED cyberfaces that correspond with files in the modded folder? Or you are trying to assign them a face/PNG that's already in the games files? (Example: Greg Oden, or Brandon Roy)?
Please clarify the request and what you are doing so we can help. If you have the files in the modded folder correctly, it will work 100% of the time. If you are assigning an existing cyberface from the games files, it should work 100% of the time.
When you assign your number in limnono, is the player invisible? Does the player stay the same? That would be helpful as well.
If you corrupted the Blazers archive by messing around. That could impact the Limnono assignment, in that case you need to verify your game cache through steam.
