Is it possible to create an entire Roster of Celebrities / Rappers?

Hello everyone!
I come here to ask for information and advice.
I saw that in NBA 2K19, there are Cyberfaces of 21 Savage, The Game, Lil Yachty etc ...
Do you think it is possible to create the Cyberfaces of other rappers or celebrities such as (Redman, Snoop dogg, 2 Chainz, Jay Z, Stalley, Nelly, Chris Tucker, Usher and others ...) ?
If that's possible then my question is: Are there any qualified people to do this? I really wish I could make this project come into being and establish a complete Roster of Rappers and Celebrities.
It may be too complicated to put in place, but it does not cost me anything to inform me.
