Hello, I have been having a similar problem as many people in that I can run the game at 60 fps solid but still there is stutter from time to time for some reason. I have found the following solution that fixes almost all of my problems, you should try it as well if you suffer the same issue.
My GPU: 1070 Ti / CPU: Ryzen 1700x
1. Use a refresh rate test like
https://www.testufo.com/refreshrate on the monitor/screen you are going to play on. Let the test run and get a concrete number to 2 decimal places for your true refresh rate. (In my case it is 60.00Hz exactly)
2. Install RivaTuner Statistics Server (RTSS) from
https://www.guru3d.com/files-details/rt ... nload.html3. Add a setting for NBA2k19.exe to RTSS. In that setting, set your framerate limit to your true refresh rate from step 1 minus .01 (EX: My refresh rate is 60.00, so I set framerate limit to 59.99).
4. In NBA 2k19 settings, set to Fullscreen (not Fullscreen Windowed/Borderless), buffer count to 1, and disable VSync.
5. In Nvidia Inspector, enable VSync for NBA 2k19. If you have the specs and get a solid 60 consistently, set Vsync to Fast.
Doing this eliminated 99% of my problems with stutter and frame lag. There is still occasionally a moment of stutter here and there, but they are rare and minor.
