Considering their primary tangible benefit of being able to get from A to B in The Neighborhood quicker, I'd agree that they should be lower level rewards. Travelling around is going to be the main drawback of this open world approach for people who want to get straight to a game. There probably is some dissonance between younger and older gamers here; if you're older and now rationing your gaming time somewhat, minutes spent manually travelling from mode to mode with an open world environment serving as a hub (and dealing with the associated loading times) all come out of the restricted amount of time you've set aside to play. If you're younger, have more free time on your hands, and have been itching to see something like this in NBA 2K, it's all part of the experience and most likely not a bother.
