Not exactly. The problem is with my hard drives, so you'd think the solution would be to simply get new ones. The reason I'm confused with that is that the problem happened with both hard drives (an SSD and my regular HDD) at the same time. The maximum speed is so slow that even opening folders takes several minutes, and of course that also ruined it's ability to run games because they crash whenever textures try to load.

My absolute last ditch effort to fix the PC is to reformat and re-install windows from scratch. I'm very doubtful it will work though.

Check the drives with S.M.A.R.T. test.

The fact that both drives would suddenly be very slow is suspicious though - kind of points at the motherboard instead. I'd try booting some live linux distro from a flash drive, mount the drives and browse the files in there to eliminate OS as a cause.

Also one more thing comes to mind: SSDs get very slow if there's less than roughly 10% of their space left free. If the SSD is almost full, it might affect the performance a lot.

going to sound crazy but which hd is the priority drive. i've had couple have similar the there case the higher drive was the slower drive, and forced the other to be slower if accessing both at the same time.
and in my case accessing the folders on my slows down and due to the os. windows 10. if your on 10 it could be that. i think the reason there is it indexes more than the older os's did.

Well its obvious that it uses more space. On my poor Dell laptop I use that can't play 14 well due to overheating uses an SSD and boots up very quickly, I would still use it in my new PC. My father saved about $600 getting an SSD. Othewise I would have gotten a crappy slow PC that could have ran 14 high with no issue

Okay, so my HDD appears to be fucked. I tried reformatting it, the re-format froze halfway through, and now it appears as "RAW" and keeps showing and un-showing from the device list. If I need to replace it, that would be aro7und 75 dollars, which I can't afford at the moment. Anyway, hopefully modding works out for you guys without me. Maybe Greg can get someone else to help with the tool if he's even planning on making it.

you sure its the drive. there also possible the cable bad going from the hd to the mb, or it could be the port connector. try changing the cable. and if possible change ports. if still doing with that, then yes its your hd

I could see $400 as a possible option (for JUST the tower) in order run it on Medium... but under $100? You could get a mouse and a keyboard for under $100 (Y)

At 400 dollars I wouldn't even bother with a PC. Just go with a console.
