In case anybody else wants to know here's all the things you need:
- GIMP (free alternative to photoshop)
- DDS Plugin for GIMP (plugin to load dds files)
- Blender (3D model editor)
- Blender Importer/Exporter (3D model blender plugin)
- NBA 2K17 Explorer (explorer to access files)

All you need to know from this is how to properly load a model into Blender. Keep in mind some aspects of these tutorials are outdated, for example the blender script however the method is still the same just use the more updated blender script above:

How to load textures onto the models, you can find it at the bottom of the tutorial:
- Greg's Blender Script Tutorial (Player Models)

Here are a couple of recent resources with editing textures to help:
- R4zoR's Modding Resources
(good for editing textures, gives you hair/beard/blank face textures)

- big-shot-ROB Tutorial
(use this for a tutorial on how to get good reference pictures, ignore the first part of the tutorial)

Now for the outdated stuff, which ironically can be the most helpful. Jaosming made a bunch of great tutorials on how to edit cyberfaces. Everything in this can still be helpful apart from the outdated blender/tools used:

For this tutorial, ignore the part of making the map green, in NBA 2K17 the 3D detail map is blue so no need to edit that:
