Because the Republicans are being total douchebags and since there is a Republican majority in Congress, nothing Obama and other Democrats want is getting passed. The Republicans have only one goal right now, and that is making sure that Obama fails everything he attempts for the rest of his presidency. It's absolute bullshit that the Republicans are willing to fuck the country in the ass, just so they can say that Obama is a crappy president.
