What is the pen tool?

I always see: 'use the pen tool' in tutorials. But where is it? Does Elements 3.0 not have it?

The pen tool isn't in Elements. It sucks, I know, I have Elements too. You can get by using the Polygonal Lasso.

Wow, I had to open PS to remember what the PL Tool was called. I drew a complete blank.
