How? I went to this site called Multi Theft Auto, but it seems like I'll have to play on their server and follow their rules. Are there ways to play multiplayer but on my own server? Like counterstrike? Because there'll probably be only 5 players playing... And we wanna make our own rules.

If not do you guys know any good servers, reliable and non-cheating. Please post. Thanks in advance.
