Clipboard is a part of the memory on the computer that all the stuff you copy gets temporarily placed. So if you for example would copy a piece of text, or an image, or whatever, then that would get placed in the clipboard.
So to access whatever is in the clipboard you gotta paste it in a appropriate program (for text, then a program such as Word or WordPad works great; and for images, then a program such as MS Paint or Photoshop works just fine).
edit: After you've copied the image into one of the graphical programs (MS Paint, Photoshop etc.) just click 'Save As...' and choose .jpeg.
