Ring Tone Converter Creator Thing?

Ive heard that theres a program on windows where you can cut up your own songs and make them into ring tones. Whats the program called? I have a Motorola i450 and the only place i can get tones from is the gay boostlive.com s i want to make my own. If anyone knows what im talkin bout, that would be great.
