Not exactly, he approached Bret wanting to break their deal and allow him to negotiate with/jump ship to WCW. When Bret wouldn't drop the title to HBK at the 1997 Survivor Series in Montreal, the doublecross was planned and the Screwjob went down. It certainly didn't do much for their relationship though, with most of the animosity coming from Bret (and understandably so), thus it was years before they could do business again.

Vince has been known to be petty (one only has to look at his treatment of Jim Ross over the years, despite being one of the best announcers he's ever had if not the best), but without knowing the full details I can't condemn him completely for the situation with Randy Savage. We don't know what line Savage might have crossed, he could have well and truly burned his bridges. He was featured in WWE All-Stars though, so perhaps the bitterness has passed and he'll be inducted in the near future.
