Don't add colour, scanlines are fine at that opacity. But I suggest adding a layer mask to the layer with the scanlines and brush some black on it with a grunge brush to erase portions of them.
The font choise is excellent. What font is that? But it's a little choppy, and there's two main ways to get around that. Use the smudge tool with a little brush set to about 20-25 and smudge the edges of the text. Or you can make the text bigger than it needs to be, give it a gaussian blur at 0.3 pixels, then re-size it to your liking.
edit: might as well show them side by side, since the differences are minor
I had PS open so I did that. I smudged the text a little bit, duplicated the layer, sharpened it and set it to soft light, erased bits that didn't look good with the overlay with a grunge brush (incl. the text), and I put a 1 px black border on it. Tip for borders if they're only going to be one colour just use 1 pixel.
