I try not to generalize, and I hope I don't offend any Americans here.
Riot here is the typical example of the uncultured, self-centered US citizen, that doesn't seem to understand there is a world outside his homeland.
It's not his fault, he was taught (conciously or not) to think of his country as the megalomanic empire that runs the planet.
Just like religious people begin to teach their children at an early age the existence of God and their respective religion's moral principles, a big part of the American society encloses their young in a "bubble" called US.
A lot of Americans are aware of their surrounding nations and have respect, never looking down to other countries or cultures.
Let's suppose knowledge is a sphere with a core in its center.
Riot (as a die-hard, boundary-blind patriot), is in the innermost part of the core, so it's very difficult for people to get out once they are in there (if not impossible).
When people are not so convinced of the knowledge they have been imparted, or even don't relate to it, they are at the outermost part of the metaphorical sphere. Therefore it's much easier for them to get out. For example IndyPacers
