Here's my personal point of view. I think that the difference should be no more than one and a half years. If, for instance, two adolescent people have an relationship and a 16 year old boy dates a 14 year old girl, the product will be no good, because the state of mind is just too unequal. 16 and 15 year old would be alright, because here the difference isn't as big. The best scenario is two people the same age, of course.
Girls shouldn't be older than boys, until the age of 18, which means that an 16 year old wouldn't fit to and 17 year old girl. Girls are just not so much interested in younger guys and a relationship wouldn't last too long. Now, as for the age from 18, the restrictions are as follows: Grown-up males (18 and up) could date girls that haven't yet reached the age of 18, but they should not have sex with them, and the age difference shouldn't be more than one year. If both are 18 and over, it should work perfectly regarding all kinds of aspects. And 18 year old males could also date 19 year old females (difference shouldn't be more than 1.5 years, as I said).
As for the looks, girls aged 18 and up usually dress more exclusively than girls below the age of 18. Those who haven't reached the age of consent try to be attractive through figure accenting clothing which oftentimes looks just cheap and repulsive. They just try to draw the attention. Elegantly dressed girls have much more appeal and charisma.
