well, parties can be found anywhere, some places you have to look harder to find it. (with the exception of any schools in Utah like BYU)

even here in Irvine, there are plenty of parties to be found.

just for your info:

in 2005, Irvine ranked as the 17th safest city in the nation, with neighboring Newport Beach (where Dennis Rodman lives) at 25th.
