You have to buy the moving ones. Meego's or something like that.

Alternatively, you could just "get" them.

I hate animated avatars. They get annoying and distracting as hell. I hope msn keeps trying to prevent that from happening, meegos or not.

i don't think so... but also it's annoying for people with dial-up who have to wait for ever for the animation to change-not me, but i know what it's like.
