The third right given in the Bill of Rights is the right to own a gun, third, right after the right to peaceably assemble and petition the Government for a redress of grievances. This right was specifically proscribed so that Government can never take it away. There is no right to free speech in the Constitution, because it is a natural right, and man can never strip natural rights for they are endowed by the Creator. (Jefferson's words, not mine.) Thus, it was needed to create and protect the right to bear arms in the Constitution, for it is a man-made right.
I understand this, but when it reaches the point that homicide rates are extremely high i think something should at least be considered. Would it be wrong if gun laws were put to a referendum?

are there any countries elsewhere that are practicing death penalty to minors?

I would assume some tribes in Africa or some cultures that believe any punishable crime could involve death at any age.

i can't seem to imagine an 8 year old caught stealing then having his/her hands/fingers cut out
i even saw once that those suspected of commiting a crime have to lick a flaming hot metal. those who have no laccerations at their tongue will be aqcuited because they believe they were telling the truth. those that have tongue wounds will get executed. but i never heard any minors been trialed like that
