Yup, that's 'Public Enemy - He got game' as Filip said.
Originally it was a song by Buffalo Springfield called 'For what it's worth' though which the same music and same chorus...

I just love the guy rapping around having a clock(!!) hanging around his neck!!! kinda looks a bit like Steve Urkle, too
