you chmod files with your ftp program. 666 or 766 would be the one you want

and the <?php include... ?> is supposed to place into the exact spot in the html-code you want your poll to appear

Personally I use AceFTP because it's good and its freeware (I think try www.aceftp.com) There are lots of good ones too, like WS_FTP Lite (I think may be free), do a search. From within it, using AceFTP, you can right click on files and folders and chmod their values to whatever you want, or you can just use different check boxes and not even worry about the numbers.
